PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which trouble resulting from that a recording medium with recorded resume information is lent and borrowed is eliminated. SOLUTION: The information recording and reproducing device is equipped with a user information acquiring means which acquires user information on a user currently using the device, a recording means which relates the acquired user information and reproduction stop position information on the storage medium and records them on the recording medium, and a reproduction start control means which selects reproduction stop position information corresponding to the acquired user information among a reproduction stop position information group read out of the recording medium and restarts reproduction of the recording medium according to the selected reproduction stop position information. The reproduction stop position information is associated with the user information and managed, so when one and the same recording medium is lent to a plurality of users, the trouble that automatic reproduction is performed according to reproduction position information of another user or the reproduction position information of another user is rewritten can be prevented.
