PROBLEM TO BE SOLVED: To provide a video signal converter for converting an input video signal into a video signal synchronized with a reference synchronizing signal that can prevent overtaking of wiring and reading operations with a very simple configuration. SOLUTION: The video signal converter includes a memory with at least two fields' capacity, a means for writing video data into the memory according to an externally received synchronizing signal, a means for reading video data from the memory according to a reference synchronizing signal such as an internal self-running synchronizing signal, a means for managing the field pages of the memory according to the externally received synchronizing signal, a means for confirming a field page of the video data written in the memory at a prescribed position of the input field according to the externally received synchronizing signal, and a means for confirming the field page of the video data read from the memory at a prescribed position of an output field according to the externally received synchronizing signal. The converter differentiates a field page confirmation position D1 of a write memory from a field page confirmation position D2 of a read memory.
