PROBLEM TO BE SOLVED: To provide an electric field device that can improve producing efficiency in treating a continuous sheet-like material, decreases troubles such as non-uniformity of electrification treatment or break of dielectric by occurrence of warp due to heat generation in the electric field device, and can be easily maintained, and to provide a treating method using it. SOLUTION: The electric field device comprises the columnar dielectric 1 having a hollow part extending continuously in the axial direction, a columnar induced electrode 2 inserted into the hollow part of the columnar dielectric, and a discharge electrode 3 disposed on a side surface of the dielectric. The dielectric is disposed so that the axial direction of the columnar dielectric is substantially horizontal, the dielectric and the induced electrode are not mutually fixed, and a clearance exists between the dielectric and the induced electrode so that size change due to heat of one of them does not affect the size change due to the heat of the remaining one.
