PROBLEM TO BE SOLVED: To highly reliably and quickly allow fixing values of receipts before assessments by a health insurance association and converting the receipts into cash. SOLUTION: In a system for assessment of receipt, receipt creating devices 10(1)-10(n) in medical institutions and a receipt assessment device 20 in a center are connected via the Internet, the creating devices 10(1)-10(n) have respectively means to create receipt data based on the medical information and means to transmit the receipt data to the assessment device 20. The assessment device 20 has a means to acquire the receipt data, a means to check the adequacy of medical care in the receipt data by using check data to calculate reduction rates and a means to calculate convertible amounts of the receipt data from an amount billed by the receipt data in reference to the calculated reduction rates.
