PROBLEM TO BE SOLVED: To provide a compression/expansion controller and a compression/ expansion control method that can cause no phase shift of video signals between fields even when compression/expansion processing whose ratio is changed depending on a position on an screen in a vertical direction to video signals whose phases are deviated for each field like an interlace scanning signal. SOLUTION: The compression/expansion controller for applying arithmetic processing based on a prescribed control variable for each line to video signals of first and second fields subjected to interlace scanning to thereby perform compression/expansion processing in the vertical direction consecutively generates the control variable for the arithmetic processing for the compression/ expansion processing sequentially corresponding to each line of the video signals of the first and second fields alternately placed in the vertical direction.
