PROBLEM TO BE SOLVED: To prevent toner delivery during bias application in an image forming apparatus based on a cleaner-less method which optimizes an electrostatic charge amount before a transfer residual developer reaches the electrifying means by using a means for controlling the electrostatic charge amount of a developer, and carries out development and cleaning simultaneously by using a developing means. SOLUTION: An inclination applied when applying a DC bias to a first means 7 for controlling the electrostatic charge amount of the developer which is located at a downstream side in the rotational direction of the image carrier of a transfer means 5 and applies the DC bias for uniformizing the electrostatic charge amount of the residual developer remaining on the image carrier, or to a second means 8 for controlling the electrostatic charge amount of the developer which is located further at the downstream side compared to the means 7 and an upstream side compared to an electrifying means 2, and applies the DC bias for charging the residual developer in a regular polarity is set to be 2,000 V/seconds or less in an absolute value. |
