PROBLEM TO BE SOLVED: To reduce power consumption by suppressing current consumption due to charging and discharging in oscillation stop operation. SOLUTION: A charging transistor 20, a reverse discharging transistor 21, a reverse discharging reference transistor 22, a discharging reference transistor 23, a charging capacitor 27, a discharging capacitor 28, and a discharging resistor 29 are provided and discharging currents from the charging capacitors 27 and 47 are received by the discharging capacitors 28 and 48 and reversely discharged to the charging capacitors 27 and 47 in cycles synchronizing with a clock signal 1 to charge the charting capacitors 27 and 47 respectively. Consequently, the current consumption due to the charging and discharging in the oscillation stop operation is suppressed to lower the power consumption.
