PROBLEM TO BE SOLVED: To provide an issuing machine capable of continuing a game even when the value information of an IC card is vanished, and protecting the IC card from the unauthorized use and the unauthorized electric wave. SOLUTION: An IC card accommodating part 31 for accommodating new cards and used cards of which the value information is vanished, and an IC card withdrawing part 32 for withdrawing the IC card when the IC card ends up the number of times of reissue or is unauthorizedly used, are connected to a reader-writer part 30 for reading and writing the IC card, through a conveying device, and an electric wave shutter 60 mounted inside of an IC card charging and discharging port 21 for cutting the unauthorized electric wave, and the reader-writer part 30 are covered by an electric wave cutting board 5 such as a copper plate. |
