PROBLEM TO BE SOLVED: To provide an efficient encoding/decoding device that can be realized with an almost u-hold circuit scale with respect to a u-hold processing speed. SOLUTION: This encoding/decoding device is provided with a plurality of registers R which is respectively synchronized with a plurality of clocks with phases respectively different from one another comprising, a plurality of registers R 4 to 6 for sequentially storing each symbol of an information series in any of the plurality of registers, a plurality of encoders 1 to 3 for respectively corresponding to any different register among the plurality of registers R and encoding each symbol stored in the one corresponding register, and a selector S 8 for sequentially selecting codes generated respectively by the plurality of encoders 1 to 3, and prepares a code series that corresponds to the information series.
