PROBLEM TO BE SOLVED: To provide a floor construction having the excellent vibration-proof and sound-proof performance and a manufacturing method for a floor panel used therefor capable of eliminating troublesome flashing against rain as conventional shortcoming of an ALC board, danger of breakage and difficulty in handling and preventing the local deformation between floor panels in a floor construction using the conventional ALC board or metal members thereby securing a high earthquake resistance and good workability on the job site. SOLUTION: A floor construction 1 has a floor panel 2 installed to two or more beam members 3 parallel to each other through elastic bodies 4 or visco-elastic bodies 5, and the flexural rigidity having the width direction of the beam member 3 at the floor panel 2 as the turning axis is larger than the flexural rigidity having the longitudinal direction of the beam member 3 at the floor panel 2 as the feature of this method.
