PROBLEM TO BE SOLVED: To form a sandbag filled with earth in an equal shape, to form a surface of stacked sandbags as a constant inclined face, and to facilitate vegetation by reducing the sandbag to earth. SOLUTION: A front wall of the bottomed quadrangular columnar sandbag of a construction material reduced to earth is formed as an inclined wall. A pipe is freely inserted and extracted between opposed wall surfaces by contacting with a plate put in an inner bottom surface. Earth inflow bags are juxtaposed in the vertical direction on the inclined wall. A lid is arranged on the sandbag so as to be freely openable-closable, and a suspending rope is arranged to form an earth retaining sandbag. After filling required earth in this earth retaining sandbag and the bags of the inclined face, the pipe is extracted, and the sandbags are stacked by putting the lid to construct a retaining wall.
