PROBLEM TO BE SOLVED: To provide a hair-bleaching agent composition and a hair dye composition which each can reduce an irritating odor. SOLUTION: This hair-bleaching agent composition which is used together with an oxidizing agent comprises (a) a volatile alkali agent, (b) an ester-based nonionic surfactant, (c) at least one of an oily component containing a triglyceride as a constituent and a higher alcohol having a 16 to 25C straight- chain alkyl group, and (d) water. The hair dye composition further contains (e) a dye. The component (c) preferably contains both an oily component containing a triglyceride as a constituent and a higher alcohol having a 16 to 25C straight-chain alkyl group. The hair dye composition preferably further contains (f) <=3.0 wt.% of a silicone oil, and preferably furthermore contains (g) at least one of a cationic polymer and an amphoteric polymer.
