PROBLEM TO BE SOLVED: To detect insufficiency of air volume when the burner is re-ignited after an extinction of a burner caused by actuation of an incomplete combustion preventing device and effects ignition when it is not insufficient and bring it into non-ignition when it is insufficient. SOLUTION: A flame current of a burner 2 is detected by a flame rod 7, a flame voltage VF is generated. During re-ignition, ignition is effected with an oil amount ratio reduced, a flame voltage VF is stored, after a little while, a flame voltage VF is detected. When the flame voltage VF is increased to a value higher than a memory value, choking of a filter or an oxygen deficiency state occurs, and the burner is brought into non-ignition.
