PROBLEM TO BE SOLVED: To improve the productivity of a sealed cover preparing device capable of conveying and cutting a web-shaped sealing material to prepare a sealed cover, and to simplify a mechanism of a driving means. SOLUTION: This sealed cover preparing device is provided with a holding part 82 for holding the folded paper S between sealing materials H1, H2 and conveying the same, a sealing part 83 for adhering and sealing the circumference of the sealing materials H1, H2 including the paper S, a cutting part 84 for cutting the sealing materials H1, H2 including the paper, a conveying part 85 for conveying the cut sealed cover F, an accumulating part 86 for accumulating the sealed covers F, and a driving means for driving the holding part 82 and the conveying part 85. The driving means determines a sealing material moving speed of the conveying part 85 to be higher than a moving speed of the holding part 82, and the driving force is transmitted to the driving means by a torque limiter T mounted on a pair of conveying rollers of the conveying part 85.
