PROBLEM TO BE SOLVED: To provide a packaging cushioning body in place of an expanded polystyrene (EPS) which satisfies the requests such as high cushioning performance, environmental conservation, effective use of resources, low cost, etc., and a manufacturing method of the packaging cushioning body. SOLUTION: In the manufacturing method of the packaging cushioning body, the packaging cushioning body is formed by cutting paper and fiber, mixing a binder and/or a foaming agent in the cut paper and the cut fiber to form a block of an arbitrary shape, and drying the formed block body.
