PROBLEM TO BE SOLVED: To modify a pip connecting part of an existing manhole in a short time so as to have earthquake resistance by using a flexible joint. SOLUTION: When modifying the pipe connecting part 7 for connecting the manhole 2 and an installing pipe 3, an outside part of the installing pipe 3 of the pipe connecting part 7 is removed from the inside of the manhole 2, and is formed as a manhole cutout part 11, and a flexible water cut-off member 12 is prepared. The flexible water cut-off member 12 has a cylindrical rigid collar 14 and a flexible joint 13 inside of the rigid collar 14. The flexible joint 13 has an outer cylinder part 13b fixed to the rigid collar 14, an inner cylinder part 13a fixed to the outer periphery of the installing pipe 3, and a connecting part 13c for connecting the outer cylinder part 13b and the inner cylinder part 13a. The flexible water cut-off member 12 is inserted into the manhole cutout part 11, the inner cylinder part 13a is fixed to the outer periphery of the installing pipe 3, and a filler 20 is filled in the manhole cutout part 11 of the outer periphery of at least the rigid collar 14.
