PROBLEM TO BE SOLVED: To easily and accurately form a vertical hole for inserting piping in a prescribed place while enhancing convenience of a dirt-floor finish without protruding a component, etc., from a top surface of slab concrete, when a floor on the upper-floor side of a building is constructed. SOLUTION: An implement 2 for forming the vertical hole for inserting the piping comprises: a raising member 3 which passes through an approximately central part of an opening 1c of a plate material 1; a supporting member 4 for supporting the raising member 3 in an approximately vertical attitude so that an upper end of the raising member 3 can be located lower than the top surface of the slab concrete; and a sleeve part 5 which has a horizontal plane 51A, greater in width than the opening 1c, and a damming wall 52a almost corresponding to a height dimension from the horizontal plane 51A to the plate material 1.
