PROBLEM TO BE SOLVED: To improve durability and a service life of a feedback link and heighten reliability by inhibiting the feedback link from vibrating at high frequency. SOLUTION: A casing body 32 is provided with an actuator fitting part 32B in a position axially away from the front bottom 32A, and a tilting actuator 45 or the like is disposed in the actuator fitting part 32B. The feedback link 57 for transmitting the motion of a step piston 47 to a control sleeve 55 is disposed between the step piston 47 of the tilting actuator 45 and the control sleeve 55 of a regulator 53. The feedback link 57 is constituted of a rigid turning lever 58 turned on a pivot pin 59, and a clamping spring 61, one end of which is fixed to the turning lever, and the other end of which is connected to the step piston 47 through a pin 49.
