PROBLEM TO BE SOLVED: To provide a quick, easy and proper shear key junction by a simple and convenient structure in a breakwater device adopted in a maritime structure such as a breakwater. SOLUTION: The breakwater device is formed by providing a pair of vertically extending guide plates on an outside face of a strut erected in the sea, and dropping in a breakwater panel along the guide plate. A gap formation preventing mechanism is provided on a contact surface part between the guide plate and the breakwater panel throughout both front and rear faces of the breakwater panel. By this, looseness of the breakwater panel is prevented from any wave hitting a front side or a rear side of the breakwater panel.
