PROBLEM TO BE SOLVED: To realize a system for supporting preparation of operation arrangement proposal, whereby information communication of operation arrangement proposal is performed smoothly. SOLUTION: Operation rearrangement proposal preparing device 20 reads a necessary operation arrangement proposal in an operation arrangement proposal transmitting server 10 and performs editing and writing. The communicating server 10 manages operation arrangement proposal in XLM format, and in the case of updating of the operation arrangement proposal, performing a notification of the updating to the operation arrangement proposal preparing server 20 and, in the case of registration of the operation arrangement proposal in the operation arrangement proposal communicating server 10, transmitting the operation arrangement proposal to a portable terminal 30 and an output control device on railroad station side 40.
