PROBLEM TO BE SOLVED: To provide a ground improving method and a device thereof for constructing soil piles having the improved strength and uniformity. SOLUTION: An upper and a lower ends 14 and 15 of a shaft 12 forming an auger 11 is provided with a connection part 16 to be connected to a water supplying device 18 and a water filling nozzle 17. When the underground moisture is not enough to construct the soil pile 5 when boring a hole 1 with the auger, the water passing through a flow meter 22 is supplied to the auger by utilizing the water supplying device. The mixture earth including the earth improving agent is filled with the water from the nozzle to maintain the appropriate moisture.
