PROBLEM TO BE SOLVED: To provide a launching device and method for a structure capable of reducing manpower and materials such as a sliding way or launching balls, and providing highly safe launching work. SOLUTION: The launching device is provided with a slope slanted downward toward a water area, and it launches the structure 1 such as a ship on a shipway separated from the water area by a shipway gate 6 toward the water area from land by opening the shipway gate 6. It has a fixed way 3 installed on the shipway, a plurality of launching balls 4 laid on the fixed way 3, and the sliding ways mounted on the fixed way 3 via the launching balls 4 and supporting a bottom face of the structure. The sliding ways 5 and 7 are arranged so as to support a land side end part of the bottom face of the structure, and they are mounted in positions on the shipway so that a water area side end part of the structure floats but the land side end part does not float when the launching device is flooded.
