PROBLEM TO BE SOLVED: To overcome the problem wherein although the reduction of a dis charge to zero in the production activity of a plant is an important theme from the viewpoint of the recycle of resources and ecology, and also wastewater is not an exception of this objective, however, water used in production in the plant and water used for living have been discharged from the plant under the existing circumstances. SOLUTION: Water which has finished its role after being used in the area 3 of a plant where water for production is used and the area 4 of the plant where water for living is used are recovered as used water, part of which is sent as it is to, and part of which is sent to a used water storage tank 7 after being cleaned to a specified water quality level in a production water cleaning tank 5 or a living water cleaning tank 6. The used water in the tank 7 is fed into a vaporization means 12 through a vaporization means water supply apparatus 11, the amount of the vaporized water is monitored, and the used water in an amount equal to that of the vaporized water is supplied through the means 11 for makeup.
