PROBLEM TO BE SOLVED: To treat polluted soil or sludge without causing pollutants, treated water, odors, etc., to escape or leak therefrom. SOLUTION: In an apparatus 10 for treating polluted soil, the polluted soil or the like is heated to at least 450 deg.C in a reducing atmosphere in a heat treatment furnace 12 to treat dioxins, etc.; the treated soil or the like is suspended in diluting water in a dilution apparatus 14; the earth or the like is separated and recovered from the slurry by being passed through a separator 16; ozone is added from an ozone addition apparatus 18; electrolysis and reduction are simultaneously performed by an electrolytic reduction apparatus 20 to separate the water from various substances; and the remainder of the treated water is sent again to the apparatus 14 and is used as diluting water.
