PROBLEM TO BE SOLVED: To protect a driving motor and a driving means from an abnormal overload even if a toilet seat and a toilet cover are forcibly stopped or forcibly turned in the normal direction or the reverse direction in the case of controlling the toilet seat and toilet cover opening and closing operation with a computer through the driving motor and the driving means. SOLUTION: In the case of rotating a toilet cover driving motor and a toilet seat driving motor (S11), when a rotation sensor detects abnormality of the rotation of the toilet cover driving motor and the toilet seat driving motor (S13: No), current-carrying to the toilet cover driving motor and the toilet seat driving motor is stopped, and the rotation of the toilet cover driving motor and the toilet seat driving motor is braked (S17). Furthermore, when the toilet cover limit switch and the toilet seat limit switch are closed (S18: No), brake applying to the rotation of the toilet cover driving motor and the toilet seat driving motor is released.
