PROBLEM TO BE SOLVED: To magnetically treat water by utilizing water streams of rivers, a canal generating the movement of water by a change in tide level or the like and bringing water into contact with air while activating water to clean water to prevent pollution. SOLUTION: In a weir bank provided to a water channel generating the movement of water, one or more slits for ejecting water on the side of a high water level to the area above the water surface position on the side of a low water level are provided and a plurality of magnets are embedded in the surfaces coming into contact with water streams of the slits so that the surfaces of the same pole of the magnets are turned upwardly.
