PROBLEM TO BE SOLVED: To prevent the use of fraudulent memory media by issuing memory media having stored game medium information indicating the number of the game media while issuance information to the effect is transmitted to a managing unit. SOLUTION: A ball counter 1 counts the number of pachinko balls thrown in to transmit the counts thereof to an issuing device 2. The issuing device 2 issues deposit coupons having the counts printed thereon as sent from the ball counter 1 while information to the effect is transmitted to a master POS 4. When the operation of issuing the memory media is executed for a preset time zone, the issuing device 2 forbids the processing of issuing the memory media. Thus, the further issuance of the memory media is halted thereby enabling the prevention of fraudulence.
