PROBLEM TO BE SOLVED: To provide a beauty and cosmetic tool to be used for patting one's face with a beauty lotion, which brings the effect of tightening pores of face skin while giving a continuing refreshing feeling, and therefore helps a cosmetic foundation to be applied on the face spread more easily and stay longer as well. SOLUTION: This beauty and cosmetic tool 1B is provided with a base body 4, a cold reserving material 2 which is wrapped around the base body 4 and bonded with it through a connecting part 23, and a band-like belt 3 fixed at both end sides of a side surface 42 on the back side of the base body 4, on each back edge surface. To use the beauty and cosmetic tool 1B, couple the ends of the belt 3 together to form a loop, insert fingers into the loop to hold the beauty and cosmetic tool 1B, and put a beauty lotion or the like on it for patting. This prevents the cooled beauty lotion from being warmed by the direct contact with hand or by the influence of room temperature, provides a beauty effect of tightening skin and pores while giving a lasting refreshing feeling, and helps a cosmetic foundation to be applied on the face afterwards spread more easily and stay longer as well.
