SOLUTION: When the safety belt 4 is pulled out and a drum is rotated at an angular speed not slower than a certain value, the other end 20 of a lock pawl 8 is kicked up by a ratchet gear 7 and one end 19 is engaged with the ratchet gear 7 to prevent the rotation of the drum.
