PROBLEM TO BE SOLVED: To provide a contact reaction tank (1) capable of performing sufficient contact at a disinfectant injection point, a piping structure (2) capable of efficiently injecting a disinfectant and a discharge culvert structure (3) capable of efficiently bringing the disinfectant into contact with discharge water in order to disinfect dis charge water during rainy weather. SOLUTION: At the time of disinfection of discharge water during a heavy rain with the disinfectant, (1) the disinfectant is added to sewage to be brought into contact therewith in a mixing contact water tank having a stirrer and/or a turbulent flow forming mechanism provided to the inflow part of sewage mixed with rainwater of a pump plant and a sewage treatment plant and (2) the disinfectant is injected in sewage mixed with rainwater by an injection pipe or an automatic mixing system having a shape, which enhances the dispersion and diffusion of the disinfectant, provide to a discharge water channel during rainy weather and (3) sewage mixed with rainwater after the injection of the disinfectant is allowed to flow in the discharge water channel provided with a flow blocking wall structure to disinfect flooding water during rainy weather.
