PROBLEM TO BE SOLVED: To provide a method and a device for treating organic chlorine compounds which is highly efficient in utilizing hydrogen gas without clogging the device. SOLUTION: Hydrogen gas is filled in a gas phase part 4 of an air-tightly closed space formed in the upper part of a reaction column 1, the hydrogen is dissolved into a water to be treated by spraying the water to be treated containing the organic chlorine compounds into the hydrogen atmosphere in this gas-phase part 4, the water to be treated falling to a lower liquid-phase part 5 from the gas-phase part 4 is passed downward through a catalyst layer 6 immersed in the lower part of the liquid-phase part 5, and dechlorinating treatment is carried out in such a way that the organic chlorine compounds are made to react with hydrogen, a reduction agent, by the catalytic action of the organic chlorine compounds in the water to be treated.
