PURPOSE: A block for an artificial reef formed from a compressed, waste tire rubber chip and a built-up structure utilizing the same are provided to form a living space where artificial reefs or sea weeds inhabit. CONSTITUTION: A floor material(1-6) is formed from concrete blocks so as to come in contact with the bottom face of the sea when buried at the sea. A frame(9) is formed from galvanized steel material, is fixed to the floor material and includes a first structure(7,7A,7B) formed to connect the floor material in a vertical direction and a second structure(8) formed to connect the floor material in a horizontal direction. A block for an artificial reef is formed from compressed, waste tire rubber chips which is assembled by being repetitively wound around a unit steel skeleton in the vertical and horizontal direction of the first and second structures.
