PURPOSE: An apparatus and a method for suppressing sheath line circulation current and abnormal voltage are provided to reduce power losses and achieve improved stability of power distribution system, while simplifying the configuration of the apparatus. CONSTITUTION: An apparatus comprises an iron core unit(10); a coil-wound unit(20) wound with a coil and arranged in the iron core unit; and a tap unit(30) including a first tap(31), a second tap(32) and a third tap(33), and which extract terminals for a predetermined turn of the coil take-up unit. The first, second and third taps have voltages which are set by the characteristics of the power distribution line.
