PROBLEM TO BE SOLVED: To provide a means for automatic allocation of ONU (Optical Network Unit) within a shared band system. SOLUTION: In a database 11, a table maintaining association between each Router Port of Router-IF, one or more OSUs (Optical Service Units) grouped for each Router Port, and service class used by each group, and a table maintaining association between service classes, maximum number of OSUs allowed to be grouped per Router Port and maximum number of ONUs allocatable under one OSU are provided so that an OSU associated with the service class specified at ONU allocation are retrieved from the first table, and that if the number of ONU allocated to the retrieved OSU is smaller than the maximum number of ONUs within the second table the OSU is allocated with the ONU.
