PROBLEM TO BE SOLVED: To provide a system for the provision and use of information services that controls, upon the change of resource environment associated with the execution of applications and protocols, the resource assignment to the applications based on a communication service quality required for users to optimize the service quality so that the users can use most effectively the resources and configuration of the system. SOLUTION: A computer 101 and a connection device 103 in the information service side is provided with a means 202 for acquiring the required quality of communication service, a monitoring means 203 for monitoring the current use of the resources in information systems and the quality of communication service, a means 204 for supporting the resource assignment that determines information having a high priority for resource assignment according to the quality of communication service to decide the specification of resources of applications 201 serviced for user based on the high priority information, a resource assignment controlling means 209 for assigning resources to the applications 201 according to the resource specification determined by the resource assignment supporting means 204.
