PROBLEM TO BE SOLVED: To print parts where ballot is entered and a required item is entered on a ballot transmitting paper sheet directly invisibly from the outside and to print the ballot entry part on a paper sheet having a paper quality and appearance similar to a voting paper sheet. SOLUTION: A blinder paper 53a is stuck on the front faces of a paper sheet 51 for printing ballot entry part and a seal 52 for printing required item entry part while holding a carbon 54 between them and a blinder paper 53b is stuck on the rear side so that the dedicated receiving paper sheet can be formed. Image data on the received ballot transmitting paper sheet are outputted onto the dedicated receiving paper sheet in a KANJI serial printer set with a white printer ribbon, and a candidate name and the required matter are respectively printed via the carbon 54 onto the paper sheet 51 and the seal 52 invisible from the outside by a print pressure. Besides, the paper sheet 51 has the paper quality and appearance similar to the ordinary voting paper sheet.
