SOLUTION: An image encoder is provided with a still image detecting section 103 for detecting whether or not a received image is the still image. If the still image is detected, a motion vector detecting processing is stopped and image encoding processing is stopped, after the detection of the motion vector, thereby suppressing a process time and the power consumption, as much as possible.</p> |
