PROBLEM TO BE SOLVED: To reduce electric power wasted at the start of driving a fuel cell power plant for a moving body. SOLUTION: The fuel cell power plant comprises: a fuel reformer (1) to form a reformed gas from a fuel; an air supply apparatus (15) to supply air; a fuel cell (21) to generate electric power using the reformed gas and air; a storage battery (27) to charge the electric power therefrom and discharge it; a driving apparatus (29) to drive the moving body by the electric power supplied from the fuel cell (21) or the storage battery (27); and comprises: a start energy presumption means (33) to presume the start energy of the fuel reformer (1) when a driver turns the ignition key on; and a start control means (33) which does not allow the fuel reformer (1) to start when the start energy presumed by the start energy presumption means (33) is the reference energy or more.
