PROBLEM TO BE SOLVED: To provide a method for manufacturing a solid electrolytic capacitor with excellent high frequency characteristics. SOLUTION: A dielectric film 27 is formed on a roughed surface on one side of an aluminum foil 20, and a protective film 21 is formed on the other side, respectively. A through-hole 24 is formed at a prescribed position, an insulting film 25 is formed on an inner wall of the through-hole 24, and a solid electrolyte layer 29 is formed on an appearing surface on one side of the insulating film 25 and on a surface of the dielectric film 27. A through-hole electrode 28 is formed inside the through-hole, a collector layer 30 is formed on the appearing surface on one side of the through-hole electrode 28 and on the surface of the solid electrolyte layer 29, and an opening part 37 is provided on a prescribed position of the protective film 21. A first connection terminal 31 is formed at the opening part 37, and a second connection terminal 32 is formed on the appearing surface on the other side of the through-hole electrode 28, respectively.
