PROBLEM TO BE SOLVED: To provide a method and a system for coding/decoding images, which prevents deterioration in image quality due to coding errors generated on a transmission path and accumulating media. SOLUTION: An image is separated into a plurality of regions by a motion vector detecting means 105 and an accumulating means 109, to determine the size of a motion between frames for each region. Thereafter, a region which is determined to have a large motion between the frames is subjected to intensive intraframe-coded by a control means 108 and a switching means 106, thereby making the degradation in image quality stored in a short time.
