PROBLEM TO BE SOLVED: To issue questions repeatingly to a user to extract intension of the question, and to accurately reply the question, when a answer corresponding to the inquired question is not registered in a database. SOLUTION: An enquiry from a home page 101 of the Internet is read from a question input part 102, a content of the input question is analyzed by a question analyzing part 103, and the answer corresponding to the question is read out from the answer database 106. When the answer corresponding to the question is not registered in the database, the correct question set in a question narrowing part 104 is extracted from the user, and the answer corresponding to the question is accurately output therafter from the database 106 by the question input/output part 102.
