PROBLEM TO BE SOLVED: To provide a videophone system by which a driver can view only a still picture during driving of a vehicle and other passengers can make conversation with a phone opposite party while viewing a moving picture. SOLUTION: An on-vehicle device 10 having a camera 12 and a display device is wirelessly connected to a mobile phone 25 of a driver. Further, the on-vehicle device 10 stores a telephone number of a mobile phone 27 of a passenger on an assistant's seat. When receiving a phone call from a mobile phone 26 during driving, the on-vehicle device 10 displays a video image sent from the mobile phone 26 on the display device as a still picture. In this case, the on-vehicle device 10 displays a 'participation of assistant' seat' button on part of the screen of the display device. When this button is depressed, a server 30 of a telephone company connects the mobile phone 27 to a channel interconnecting the mobile phones 25, 26 so as to display a moving picture on the display device of the mobile phone 27.
