PROBLEM TO BE SOLVED: To shorten the access processing time when a defect region exists between a current position of a pickup and a target position, by omitting a process resetting from defocusing and tracking drift in the defect region. SOLUTION: When the defect region generating the out of focus and the tracking drift exists between the current position of the pickup and the target position, a thread forced feeding process which re-focuses after passing the defect region is substituted for the seeking process requiring the process resetting from the defocusing and the tracking drift, in which the defocusing is performed, and in which the thread forced feeding is performed using the time calculated according to the movement amount per unit time.
