PROBLEM TO BE SOLVED: To provide a clamp of as disk recording medium, which does not require machining on the clamp shaft and screws and can reduce the dimensions and profiles of the device while adjusting the balance when rotating, and provide an information recording and reproducing device. SOLUTION: This is a clamp 200 to fasten a disk recording medium D on a turntable 50 of a rotor R. It has a hub 51 formed surrounding the turntable 50 to receive the inner hole perimeter of the disk recording medium D, a recess 210 formed surrounding the outer side wall of the turntable 50, and a ring 220 to push into the recess 210 to sandwiched the disk with the hub 51.
