PROBLEM TO BE SOLVED: To simply detect terminal movement and smoothly perform processing needed according to the movement without decrease of traffic. SOLUTION: In a controlling computer 3, a new packet regarding to a radio terminal detection from a radio repeater device is received (step S502). In the case that the MAC address of the radio terminal is an existing one (step S506); if an identifier of the radio repeater device transmitting the packet exists and is determined to be different from an identifier of the radio repeater device corresponding to the MAC address received (step 508), a control device determines that the movement of the radio terminal happens, instructs deletion of data of the radio terminal to the radio repeater device of a movement origin (step S510), updates the data of the radio terminal in the database of the controlling computer 3 (step S512), and transmits the updated data to the moving end radio repeater device.
