PROBLEM TO BE SOLVED: To economically construct a privacy gateway with a small amount of hardware and to perform communication with terminal addresses concealed without restrictions on applications and connection positions of terminals. SOLUTION: A privacy gateway 4 connected to a packet communication network 3 manages terminal addresses of terminals 1 and 2 and substitute addresses individually selected from network addresses of the privacy gateway 4 correspondingly to each other by a conversion rule 44A and substitutes a transmission destination address consisting of a substitute address out of a received packet with a corresponding terminal address on the basis of the conversion rule 44A and substitutes a transmission source address consisting of a terminal address with a corresponding substitute address on the basis of the conversion rule 44A and transmits the reception packet after substitution to the packet communication network 3.
