PROBLEM TO BE SOLVED: To suppress the amount of memory used and to reduce writing time. SOLUTION: At a start of the device, information on the presence or the absence of data assignment to the clusters of a hard disk is stored into a semiconductor memory corresponding to each cluster. During a data writing/ processing, a cluster, that has been assigned in a previous time, is selected (S1) and the location of a presence and/or absence information storage region of the semiconductor memory corresponding to the selected cluster is obtained (S2). Then, discrimination is made to determine whether the cluster corresponding to the region is empty or not (S3) from data in the obtained presence and/or absence information storage region. When the cluster is discriminated to be not empty, a next cluster is selected (S4) and steps S2 to S4 are repeated until an empty cluster is found. When discrimination is made to confirm that there exists an empty cluster, a sector of the cluster is obtained (S5) and a conventional data writing/processing is conducted for the empty cluster.
