SOLUTION: A current comparing circuit 5 detects the value of the current Io outputted from a transistor M1 for voltage control from a current inputted from a transistor M2 for current detection outputting a current proportional to the current Io, compares the detected output current value with a previously set current value, and controls the gate voltage of the transistor M1 for voltage control according to the comparison result so that the output current Io does not exceed a specific current value Is1.
