PROBLEM TO BE SOLVED: To provide a maintenance and monitoring system, etc., for enabling a monitoring center to easily detect a situation different from a normal state at an early stage in the case a workplace is in the situation different from a normal state even though an action such as notification is not received from a maintenance operator. SOLUTION: This maintenance and monitoring system is provided with a portable terminal carried by the maintenance operator and capable of automatically transmitting the location of the potable terminal, a current location detecting means for detecting the current location of the portable terminal in the monitoring center, a work schedule detecting means for preliminarily recognizing a work schedule of the maintenance operator together with a workplace and a prearranged working time in each of those works, a response requesting means for transmitting a signal for requesting the maintenance operator carrying the portable terminal to send a response to the portable terminal from the monitoring center in the case a time when the current location of the portable terminal detected by the current location detecting means does not coincide with the workplace surpasses a prescribed time on the basis of the work schedule of the maintenance operator acquired by the detecting means, and a warning means for emitting a warning in the case the maintenance operator carrying the terminal device does not send a response to the response request signal by the means.
