PROBLEM TO BE SOLVED: To provide a communication control apparatus, communication control method, a communication control program and a computer-readable recording medium, which can change the inactive state of a mobile unit into its active state, even when an abnormal cut-off occurs during packet communication, while avoiding suppression or shortage of resources, unintended communication cut-offs, etc. SOLUTION: Upon receiving an active change request from an inactive mobile device, a packet communication determining section 73 determines whether a network corresponding to an active mobile unit is in its packet communication state; a mobile device confirming/cutting section 74 confirms whether the active mobile unit is enabled communication via the network corresponding to the active mobile device, when the network is in its packet communication state; and when determining that the active mobile unit is not enabled communication, it terminates the packet communication state of the network belonging to the active mobile unit.
